Review existing Hire Purchase Act 1967




KUALA LUMPUR, July 14 - The Ministry of Domestic Trade, Cooperatives and Consumer Affairs (the ministry) is willing to review, including doing the amendment, the new rules of the Hire Purchase Act 1967 which allegedly troublesome parties.
Its minister, Datuk Seri Ismail Sabri Yaakob said the ministry had already met the first phase of the five groups involved to discuss the act seriously.
Five of the group consisting of the ministry, the legal, financial institution, an association of used cars and Puspakom.
''We had actually heard the problems that occurred and will re-examine the views of the parties involved and the decision will be made as soon as possible.
The government has no problem''to make the amendment but provided that the use of interest as first priority,''he told The Star here yesterday.
He said this when asked to comment on the insistence of various parties in the association of car dealers are not satisfied with the implementation of the new Hire Purchase Act 1967 which came into effect last June 16.
Among the problems faced due to the new rules is the process of registration in the Road Transport Department and the Inspection of Computerised Vehicle Inspection Centre (Puspakom) take a long time.
In fact, new regulations also resulted in the business of purchase and registration of new vehicles take longer.
In addition, implementation of new regulations in the act causing the buyer need only pay a reservation fee after the Treaty of the Second Schedule of the hire purchase loan is approved.
Ismail Sabri said that so far, an association of used cars to new rules introduced 14 looked carefully and the matter has been examined by the ministries involved.
He said, the amendments in the Hire Purchase Act committed the government to review the report Consumer Tribunal that found consumers are often victimized when buying a car.
''In the past, too many car buyers have been victimized by the buyer, and now we act to protect consumers who are the majority.
The new rules''in the amendment would be made solely to protect consumers who had been victimized,''he said.
Asked whether KPNDKK also review the new rules claimed to affect car sales, Sabri said that so far they had only received complaints from buyers.
''However, we are ready to meet and solve the problem because the government did not want menyusah and affect car dealers,''he said.
